Would exaggeration become lies and deceit?

Writing in the Sydney Morning Herald today (24-8), leading Journalist Michelle Grattan says Tony Abbott exaggerates.
Tony Windsor is well and truly on record saying Tony Abbott would do anything to be Prime Minister. Would exaggeration become lies and deceit?
Because no-one could get the numbers without support from the Greens, any Prime Minister would, of necessity, be required to support carbon tax. This is how politics works. Abbott well knew this, yet still wanted to be Prime Minister.
On any analysis Tony Abbott would have supported carbon tax; then introduced it to further his vain ambitions. I say vain because Abbott also exaggerates his talent.
Julia Gillard broke a promise. In consequence we were spared Abbott. Flowers should be strewn in her path. To suggest she should have turned down the offer because of a previous statement on carbon tax is absurd.
The whole of rational humanity supports carbon tax. In conservative hands it is, at best, a tool to mark the difference between Abbott and Turnbull.
The conservatives in the Liberal Party and the Nationals wanted Abbott, because they must find some so-called past golden era in which to dwell. According to political scientists, this is the way they think.
Turnbull is a modern man. Here they feel very uncomfortable.
