Police intercepted the motorist after he was detected travelling at nearly 50km/h over the legal limit of 100km/h.
The driver only held a learner’s permit and did not have a fully licensed person in the front passenger seat.
The car was unregistered and fixed with registration plates belonging to another vehicle.
The man will be charged with a number of traffic offences and his car was seized for 48 hours under the hoon legislation.
