Parking problem

A letter from Rob Gates published on 11th inst. re. Parking at Port Central prompted me to write to the council administrator and query whether it was legal for council officers to patrol this car park and issue infringement notices.
I had written to the previous administer asking the same question, and over two months later have not received the courtesy of a reply. Likewise I have not received a reply to my second letter, hand delivered on Monday last week. A similar case in Victoria was ruled invalid. What is the case here? Is there a regulation or by-law governing this? Where does the fines revenue go? To the council coffers or to the shopping centre? Are the council hiding something? If not, why have I not had an answer?
