Users of the 25-metre pool, part of a family recreation centre called The Clubhouse, will need a swipe card paid for by their annual body corporate fees.
Truganina Ward councillor Bob Fairclough said there needed to be better partnerships between developers and the community so everyone could share recreational facilities.
He said it was a shame the pool had exclusive access since most Truganina residents were squeezed into the Wyndham Leisure and Events Centre pool.
“We have only got two public pools, one at Derrimut Rd, which is pretty full, and the one to open at Werribee,” he said.
“We would like to see more facilities available. It may be helpful to have some dialogue with developers in the future.
“There might be some opportunity encouraging partnerships with schools and community groups but it has to be of mutual benefit.”
He said it was too late to intervene in the Moorookyle pool’s access.
“Given it is a private enterprise, it has clients to look after, which would make it difficult to come to an arrangement,” he said.
The pool will be opened on 17 April by former swimming great Nicole Livingstone and named after her.
The Clubhouse will feature a gym, function area, kitchen, pool, two tennis courts, barbecue pavilion and outdoor plaza.
Its cafe will be open to the general public.
