Police were on patrol on 22 January when they noticed the men sitting in a car outside the Keilor Plains Railway Station.
Officers searched the car and arrested the men, who have been charged with conspiracy to kidnap.
Police will allege that the men were lying in wait for a rival soccer fan, following a dispute over a stolen soccer banner.
A 19-year-old man from Sunshine, along with a 19-year-old from Reedy Creek, a 21-year-old from Mt Macedon and a 20-year-old from Thomastown will face the Melbourne Magistrates’ Court on 18 April.
